Toyota Corolla instrument panel lights are on only when brake pedal is pressed?

The instrument panel lights cannot be turned on using the light switch. But when the brake pedal is pressed, even if the light is turned off the instrument panel light are still on. Turn signal lights, radio are all working fine. Any advice is welcome. A: Check the tail light bulbs cluster, it does seems like they are shorting out through the bulb holders, or connectors etc. some times the bulb holder melts out and it short circuit through the tow positive terminals “tail light+brake light” then after that check the fuses to make sure that you have signal feed to the light bulbs/related equipments and to eliminate the chances of things going wrong during the inspections. good luck…
