It is not the intention to override ICAO requirements. The DQR provides all stakeholders involved in the provision and use of aeronautical data with clear and unambiguous requirements for the development and maintenance of AIP Data Quality Requirements. An extended set of Data Quality Requirements, complementing ICAO Annex 15 Appendix 7, is published as the European AIP Harmonised List (HL) which defines additional Data Integrity Level (DIL) requirements for data items not covered by ICAO SARPs. The HL can be used by individual States as the basis of national harmonised lists or States can create their own HL, in accordance with a generic process outlined in the DQR. Note: Specific data items may have different integrity value requirements according to their different intended use. This may create difficulties on the side of software verification processes.
