Under what circumstances can kitchen space be counted and used by the children?

When the kitchen is not being used to prepare a meal or snack and with adult supervision, children can work at a kitchen table and the space under those circumstances could be counted in a home setting. If a facility has a situation which requires consideration beyond the above, it should be staffed with the Licensing Field Supervisor on an individual basis.
