Kidnapping gives more bangs for the buck than most other tactics and in the case of western hostages attracts publicity as well as the possibility of ransom. So it was not really surprising when IT specialist Peter Moore and his four bodyguards were taken hostage in May 2007. They were high value targets and in the eyes of the Shia gunmen suspected of abducting them they represented the administration and its western supporters.
