This is by design. The INSIGHT metric, which we mimic, includes anyone with a schedule. The Tri-Service group that approved the metric wanted to see who was seeing patients in the PC clinics. The TOC Work Group has asked that this decision be re- considered. Note that this also varies from MTF to MTF.
