Its likely the application of fertiliser has created some lush growth which is more susceptible to the rust. Weather conditions have also been ideal for the development of the rust. As this is a quarry, cosmetically it should not be a big problem. The grass will recover ok and will maintain ground cover. If it’s a real issue it is possible to spray for rust.
