It is advisable that the technology node for the Baseline design and for the Phase I + II designs should be kept the same in order to make fair comparisons; however, if circumstances require you to scale the design into a different technology node during the course of the program, a credible and justifiable mapping of performance metrics must be presented between the designs completed at different nodes.
