WHAT ARE NEW HORIZONS?
Francis McKinley This paper was presented to the 18th annual conference of the Governors Interstate Indian Council, August 16, 1965 in Santa Fe, New Mexico. The theme of the conference was “New Horizons for American Indians.” Francis McKinley is Chairman of the Presidents Task Force on Indian Poverty, a member of the Ute Tribal Council, Ft. Duchesne, Utah, and is Director of the Indian Education Center at Arizona State University. AS AN AMERICAN CITIZEN, the Indian has open to him all of the opportunities, promise and hopes for success and achievement. It may be that he has in the past and in some cases still suffers certain handicaps in the realization of his dreams and aspirations. There are, however, a sufficient number of Indians who have overcome these handicaps and achieved distinction and greatness in whatever endeavor they have chosen so that we can say it is possible.
