Each state has a Rapid Response (RR) Team that is funded under the Workforce Investment Act. A RR Team consists of state and local workforce development representatives who work with employees who are being laid off in a large group (50+ workers) or who work at a plant or facility that is closing. The RR Team informs these individuals of the specific transition assistance (or benefits) they are eligible for under the respective Trade Program; the HCTC Program is one such benefit.
