Both OSHA (29 CFR 1910.146) and the Shore Confined Space Manual (COMDTINST 5100.8A) consider spaces containing 19.5% oxygen and less than 10 lower explosive limit (LEL) safe for entry. To provide additional safety for Coast Guard men and women entering confined spaces, MLCA(kse) lowers these limits to between 20.6% and 21% oxygen and less than 1 LEL. Copies of sample unit instructions and confined space entry permits can be obtained from kse.
