Well, there are lots of problems, the first is simply the possibility of human error. For example on the blood draw, if the preservative agent has expired or is not working properly the blood may start to breakdown, causing a higher BAC content. A Urine test has the possibility of using “pooled” urine, that is to say urine that does not accurately represent a persons Blood Alcohol Content because of the time since last urination or the amount of liquids consumed.
