What are the "9C1 Wipers" I hear about, and why are they special?

The police package (9C1) wipers are designed with a small "wing" in them that prevents them from lifting off of the windows at high speeds. This is a popular add-on item for the Impala. The GM part number is 10283602). Oddly, the 9C1 wipers are avalaible at a much discounted price in Canada.
