What are the characteristics of a stalker?

I used a few different sources to compile this answer. One is from The U.S. Dept. of Justice training manual, 2 were excerpts from university studies, and the last is personal experience. It is also important to note that there are different types of stalkers, so this is a broad overall view and may not apply to all stalkers or cases involvoing stalkers.
