What are the fuels treatment and vegetation management rules for owl protected activity centers (PACs)?
In the HFQLG Pilot Project, no treatments are allowed in PACs. Outside the pilot project area, the preferred alternative discourages treatments in the 300 acre PACs. Where treatments are necessary to protect a PAC or to effectively reduce wildfire severity on the surrounding landscape, PAC acres treated will be replaced by adjacent untreated acres of comparable quality. When necessary to treat a PAC outside the 1 1/2 mile WUI, prescribed burning is the only treatment option (SEIS page 63.) When necessary to treat a PAC with in the WUI, the preferred alternative prohibits mechanical treatments within a 500 foot radius (about 18 acres) around the nest tree or activity center within the PAC. Prescribed burning is an acceptable treatment within the 500 foot radius. Prior to prescribed burning, hand treatments in the 1 to 2 acres immediately surrounding the nest tree may be hand treated (e.g., hand fireline construction, pruning of limbs, cutting of small trees less than 6 inches in diamete
