It’s an offence under section 114(1) of the Liquor Licensing Act 1997 (SA) for a minor to consume alcohol in licenced premises, and under section 117(1) for a minor to consume alcohol in a public place. Consuming alcohol on unregulated premises (at home, for example) is not illegal in South Australia. The penalty for an offence under s 117 is a maximum $5000 fine. The legislation does not specify the penalty for an offence under s 114, so in accordance with s 132(b) the penalty is a fine not exceeding $2500. There are more serious penalties (fines of up to $20 000) for serving alcohol to minors on licenced premises or in public, or allowing a minor to consume alcohol on licenced premises. If someone over 18 buys alcohol for a minor, they’re both guilty of an offence with a maximum fine of $5000. That’s all in section 110.
