Under the new provision, a Veteran who applies for enrollment, who does not qualify for a higher priority group and whose previous years income does not exceed VAs national and geographically-adjusted income thresholds by 10% or less will be eligible for enrollment into Priority Group 8b (if the Veteran is noncompensable 0% service-connected) or 8d (if the Veteran is nonservice-connected). Veterans enrolled in Priority Group 8 must also agree to make copays for treatment provided for their nonservice-connected conditions.
