This authority was not intended to replace competitive examining, nor to become the primary method of hiring. To qualify for consideration as an Outstanding Scholar, an applicant must be a college graduate from an accredited university (or expect to graduate within 9 months) who has maintained a grade-point average of 3.5 or higher on a 4.0 scale for all undergraduate course work, or have graduated in the upper 10 percent of their baccalaureate graduating class, or of a major university subdivision. This authority is only to be used with the recruitment of administrative occupations at the GS-05 and GS-07 grade level where the promotion potential is at least the GS-09 level.
