The “cumulative” condition includes future development in the area (for the next 20 years), including both foreseeable development and the full build-out of all of the 1.9 million square feet of development as originally proposed in the Draft 2003 East San Carlos Specific Plan (ESCSP). The Draft 2003 ESCSP was never adopted by the City and is currently being reconsidered because it was based on census and economic data from the dot com boom in 2000 and 2001. In deferring adoption of the plan, the City took into account that the 1.9 million square feet of development originally assumed might not be achievable. Nonetheless, the “cumulative” or worst case conditions in the EIR considered conditions under the assumption that build-out of all of the potential developments outlined in the Draft 2003 ESCSP would proceed as originally proposed.
