Such check or money order shall be mailed to the business address of the governmental entity, or the owner of the landfill or solid waste processing facility. The payee on the check shall be in the name of the governmental entity, or the owner of the landfill, or solid waste processing facility. (A governmental entity, regulated landfill or solid waste processing facility owner may register as a scrap metal dealer to come within the dealer to dealer exemption.
