Since December 1999, the procedure used has consisted of two phases: Phase 1: APPLICANT cities The applicant cities have to answer a questionnaire covering various themes. After a group of experts has studied their answers, the IOC Executive Board decides which applicant cities will be accepted as candidate cities. These cities can then continue with the procedure and move on to the actual candidature phase. Phase 2: CANDIDATE Cities The candidate cities have several months in which to submit a file in response to a second IOC questionnaire.
