Intrusive research on live animals that is not part of the normal diagnostic or treatment regimes for animals in rehabilitation requires a MMPA or ESA research or enhancement permit. If you are performing intrusive research on marine mammals in rehabilitation status, the rehabilitation (i.e., animal care) facility must either have applied for APHIS registration or already be an APHIS-registered research facility.
