What are the upcoming City Council votes all about and what does it mean if they approve a resolution to annex Tesoro?
• This resolution would be the beginning of the legal process to determine if annexation occurs. This process is administrated through LAFCO (The Local Area Formation Commission). LAFCO assesses the benefits and merits of municipal boundary changes including annexations to the City. It is our understanding that the City’s current proposal that will come before the City Council for a vote has four parts: (1) To amend the city’s sphere of influence to include all of the existing Tesoro Community yet to be build; (2) to annex the three communities including the existing built-out portions of Tesoro; (3) To accept the negative declaration concerning the pre-zone and land use change environmental impacts of annexing Tesoro to the City’s; and (4) To direct the staff to prepare the necessary annexation application and associated documents.
