Examples of temporary need include the following: the regular incumbent is on leave (includes military leave); is detailed to another position; or is on leave without pay from his/her classified job to serve in an unclassified job; to double encumber a position for training purposes due to pending retirement of regular incumbent; for a trial period prior to actual promotion to a supervisory position; pending reclassification of the position; pending the outcome of grievance filed which halts the promotion of the recommended employee; or when filling a job established by Civil Service that may only be filled by detail to special duty.
