What are “vertically moderated standards” and how will performance levels be set to achieve this?
Vertically moderated standards are student performance standards set so there are not large discontinuities between grade levels in the expectations for students to achieve at a certain performance level. Teachers participating in the August 2009 book marking process will work with groups of teachers from other grade levels to achieve vertically moderated standards. For example, teachers in grades 3-5 will first set their standards independently for grade 5, and the grades 6-8 teachers will set their standards independently for grade 6. Before they go on to set their standards for the next grade levels, the two sets of teachers will meet together and possibly adjust the performance standards to smooth out the transition from grade 5 to 6. This process will be repeated for other grade levels. For additional information on vertically moderated standards, a good source of information is Standard Setting: A Guide to Establishing and Evaluating Performance Standards on Tests (2007) by Grego
