I would say that the damp spot on your ceiling first of all suggests that you have or had a roof leak or a pipe leaking better check the attic or the room above and the insulation. Second if the sheetrock is not soggy or crumbling then I would bleach the spot. Then I would buy what they call KILZ primer for mold because that is what the black stuff is. Sometimes it only takes one but can require three coats however take care of the black spot and the cause. Kilz is like a primer and then once that takes effect you can paint over it with a normal paint. When doing this though be sure not to breathe the mold or chemicals from the KILZ it can cause breathing problems sometimes even be very caustic to your lungs. Good luck too you!
