Cabidog said based on 2007 data from the National Statistical Coordinating Board (NSCB), over 1.8 million, or about 48 percent of the regions more than 3.9 million people, were considered poor, or those living below the annual poverty threshold of P13,515. The figure, he said, was understated. This data was provided by the government.
