Unfortunately, the work programme outlined in the Doha Declaration does not provide for a ‘development box’, the main demand of developing countries and calls for a new Agreement on Agriculture within the parameters of the existing AOA (i.e. market access, reduction in export subsidies and reduction in trade distorting domestic support). Yet, during the course of negotiations, developing countries can emphasize the following: • There is a fundamental difference between the role of agriculture in the developed and developing countries. In the latter countries, agriculture is the primary source of GDP, livelihood, employment, and foreign exchange earnings.
