Well being completely down to earth I would turn the question on it’s head and ask which country “could” (ie legally) you live in. e.g. if you do not hold an EEA passport then you can practically forget living in Spain. Unemployment is high and along with the rest of the EEA countries, you would not be able to obtain a work permit unless you have very unique specialist skills/experience that cannot be found anywhere in the total pool of labour in the EEA Based on your nationality and your experience (education & work-wise) look at the immigration situation and narrow down what is feasible before you start preparing a dream list. When you know what is really viable, then you can start to look at what is the”best” one for you. Also take into account which languages you speak fluently, as English-only really limits the choice. Note, as someone who has lived in three countries to date, the other consideraton you have to take into account is that living in another country is not a “walk in
