What did Jimmy Carter do for Energy Crisis and The Panama Canal Treaty?

He also instituted emergency energy saving measures, such as a limit on the use of air conditioning, to cope with the energy shortage. The energy shortage then solved itself, or rather, a worldwide spate of exploration and drilling paid off and the supply of oil increased.
