Progressives accomplished: Social welfare - settlement houses; Salvation Army soup kitchens and nurseries. There were muckrakers - journalists who wrote about corruption in business and politics. Robert La Follette, the Governor of Wisconsin, put forth the "Wisconsin Idea" - state regulation of railroads (lower rates, equalized (higher) taxes, no free rides).
