There was concern about using public input time as a forum to ask a litany of questions about any and all issues. In 3 minutes, one person could rattle over quite a few questions. This would significantly hamper the ability to organize the questions and answers, and post them as quickly as possible. Even with 10 speakers (30-minute public input time/3 minutes), there is the possibility of 30 questions being posed, which can be very time consuming to research and assemble for response. The intent of limiting the speakers to three questions simply is meant to encourage the speakers to focus their remarks and inquiries.
