An aircraft charter is essentially renting an aircraft, including the fuel and pilot/crew services. When you charter an aircraft, you specify the location you want to and when you want to leave. You'll need to depart from the chartered airplane's hangar, and you might have some distances that are off limits, but you can generally fly anywhere with a chartered plane on your timeframe.
