I believe that means that they made a label but that the package was not yet given to the post office. If you hit the FAQs link on that page, then go to the 2nd page of the search results, you will see: What does "electronically notified by" mean? which explains it a little more. Also, I noticed on the first page of FAQs something about hours of customer service operation which will tell you how to talk to a real person about your package. 9 business days doesn't sound right to me but check with the post office to be sure.
