The hearing is conducted by a hearings officer who is an attorney that handles the action in the same manner as if you were in a courtroom in front of a judge if this was a criminal matter. The commissioner is not the one that makes the determination of the disciplinary action. He/She would only be the one that forwards the complaint to the hearings officer for the administrative hearing pursuant to established law and rules.
