It means there is a 60% chance that a given location within a forecast area will receive measurable rain. Technically, this probability of precipitation is defined as the likelihood (expressed as a percent) of a measurable amount (at least 0.01 inch) of liquid precipitation during a specified time period at any given point in the forecast area.
