Swapping tip and ring reverses the polarity of electrical circuits on the incoming phone line. What this accomplishes is that occasionally the lines coming in from the telephone company get reversed and this will correct this problem. The phones themselves are not affected due to the fact that they function not on the voltage coming in, but on the difference in voltage coming in, so they are not particular as to whether it is positive or negative voltage.
