It typically means a child who has needs which could be related to emotional; physical; social; or a variety of other special needs which are considered to be necessary for the development of the child.  It could mean a premature child, a child born with drugs in their system, a child with apgars indicating a potential disability or a myriad of other factors which should always be discussed with a medical professional.  These special needs vary from mild to profound and need to be clearly identified, if possible with medical personnel.
