What does the quote- “Justice turns the scale, bringing to some learning through suffering.” mean?

To me justice means people get the appropriate consequences for their behavior. Good or proper behavior deserves good results; bad behavior deserves bad results. And so to me the quote is saying that justice teaches some people, by suffering bad consequences, that their behavior was bad, or wrong or inappropriate.
