If a rock is porous to water it means that water or other fluids can be held in the rock, some of those fluids may be retained inside the rock in pore spaces and some will flow out to other areas. If your trying to be more specific then "Porosity" in a Geological setting is simply the amount of space left between the grains and cement inside a rock.
