In 2007 Daventry District Council refused planning permission for the redevelopment of a farmyard in the village of Lilbourne on the basis that they did not consider that the site lay within the village and that the development of eleven dwellings was not ‘small scale’ in the context of the size of the village. The subsequent appeal was dealt with by way of an exchange of written statements and although the Inspector concluded that the site did lie within the village for the purposes of planning policy, and that the scale of the development was in keeping with the size of the village, he nevertheless dismissed the appeal given that the village was not a ‘sustainable’ location for new development on the basis that it did not have a bus service, a public house, shop or schools.
