Government policies evolve to meet the ethical and logistical demands of the culture, including technology.

I would just suggest that states set up and continue to support enterprise zones for companies that invest in R & D on new technologies. The US is lagging and stagnant on new innovations and instead reinventing the wheel on existing technologies to squeeze profits out of their older technologies. We used to be the leader in the world for new innovations and now we are not and government incentives for companies to invest heavily in new technologies would get us back to the top. We could do even better IF the government put a greater emphasis on higher learning as well. Higher education is cost prohibitive for many students eager to learn and we are selling our country short by not doing more to make advanced learning a top priority in this country.
