As Ayatullah Syed Ali Khamenei is the Waliyeh Faqih right now as he is leadering the State which is running under islamic laws, so his order will be followed by all the Muslims of the world if he declared it as a war against Kuffar for all Muslims, wehther he is following or the Muqalid of him.
