Back in the heady days at the turn of the century, it all seemed so possible: a grand 35-acre park rolling down the rusting East Rail Corridor on Madison’s isthmus that would not only offer recreation, but spur economic development. One decade, three plans and many community planning sessions later, fewer than seven acres of land have been acquired.
