What you call the “outdoor unit” is actually the compressor, condenser and coils of the A/C unit. The compressor and condenser are moderately sensitive to dust and dirt. They should be washed off periodically during the cooling season to work at complete efficiency. The coils (that look like an cars radiator) should be kept clean all the time. The free flow of air through them is essential if your system is going to work properly. HVAC supply houses sell aerosol coil cleaner, but any good degreaser will work to clean the coils. Give the coils a good soaking (when the unit is not running). Let it sit for awhile (10 minutes) and hit it with a hose. A construction site is a relatively short term aggrivation. Having the air handler in your room will tend to mask some of the exterior sounds then and in the future.
