What happens if there really isn’t a constituency office affordable within the budget?
Generally, the Constituency Office Rental Expenditure (CORE) is capped and if MPs choose to rent accommodation which exceeds their CORE budget then they will pay for the difference. A number of MPs have suggested to IPSA that the cost of renting an office is unavoidably higher than the budgets which have been set. IPSA strongly advises MPs to seek premises within the allocated budget, and has already made funds available for the cost of extrication from high value contracts. If, however, MPs can satisfy IPSA that every reasonable effort has been made to control costs – in other words, there are no viable alternatives – MPs should contact IPSA by November 2010 to indicate their intention to apply for exceptional payments. IPSA will then make an assessment of those constituencies in which there appears to be a problem. If IPSA is satisfied that a problem exists, it will then consider more permanent arrangements for support.
