The intermolecular attraction between molecules of water is able to condense vapor into water. The oxygen atom of one molecule is negatively charged, which attracts the positively charged hydrogen atom of a different molecule. The difference in the partial charges bind water molecules together, forming a liquid. 

This is assuming that the water is under standard atmosphere pressure. If the pressure is below standard pressure, than cooling the vapor to 100 degrees C would be insufficient for liquid water to condense.
