Soldiers are required to reimburse the Army the TA received if the soldier withdraws from, or fails to complete, a course for personal reasons. Soldiers are not required to reimburse the Army if the soldier withdraws for reasons beyond the soldiers control, e.g., unexpected TDY, reassignment, emergency leave, etc. Reasons beyond the soldiers control must be certified, in writing, by a LTC in the soldiers chain of command.Commanders are reminded that even when reasons beyond the soldiers control are certified, the soldier has still incurred a tremendous cost (books, plus any other additional costs) for a course he or she is not able to complete. Additionally, the U.S. Army must still pay the 100% Tuition Assistance. Commanders need to ensure soldiers anticipated duties during the course dates will permit the soldier to complete the course.Incomplete grades must be changed to a permanent grade within the time stipulated by the educational institution, or 120 days, whichever comes first.
