What if the messaging system doesn work, i.e. end-to-end testing has passed but the system does not work properly or is not used properly?

If there is a fault with the system then the supplier must fix the problem – standard support and maintenance contract will have commenced following training. If the practice aren’t using the system then the responsibility falls to the local community (HA/PCTs) to work with the practice to resolve.
