It can include capacity development of public institutions, as well as private sector and civil society organizations. Most resources can be expected to continue to go to the public sector. However, with government agreement, support can also be provided to non-governmental organizations and, for instance, to independent research organizations. Question 17: Will UNDPs human rights policy be translated into a code of conduct for staff? Answer: Existing United Nations Staff Rules are adequate. Question 18: If the approach to human rights outlined in the UNDP policy document does not involve any real change in the way UNDP does its business, what is the point in having such an approach? Answer: The human rights framework for all UNDP activities will provide the UNDP country offices with an added advocacy tool for promoting SHD priorities and making explicit how they relate to human rights. Many developing countries will probably welcome such an approach. Additionally, mainstreaming human
