What is a baseline value?
A baseline value is the pre-existing value of the indicator prior to the start of the project. For example, if your indicator is “percent density of native plants per acre,” and previous to this project, the density rate equaled only 5%, then the baseline value would equal 5%. This value may come based on a historical average across multiple points in time or from one prior point. Be explicit in how the baseline was established.
